General Information
Appropriate operation and maintenance (O&M) activities ensure that stormwater practices will continue to function acceptably and yield expected water quality and environmental benefits, protect public safety, meet legal requirements, and protect the Town of Grand Chute’s financial investment.
Operation and maintenance plans may include basic elements such as:
- Identification of the parties responsible for maintenance;
- Maintenance schedules;
- Inspection requirements (visual);
- Frequency of inspections;
- Easements or covenants for maintenance;
- Identification of a funding source; and
- Basic maintenance activities.
The Town of Grand Chute (Town) is required by the Wisconsin Department of Natural Resources (WDNR) to reduce the amount of stormwater pollutants discharging into Apple Creek, Bear Creek, Mud Creek, and the Fox River. To reduce pollutants being released into the Town’s sub-watersheds, sites and subdivisions with a stormwater management system are required to be inspected and verified that they function and operate properly at the time of site or subdivision plan approval.
O&M of the stormwater management system is to be completed by the accountable owner, or a designated representative trained in stormwater management system operation and maintenance.
Varying levels of knowledge and experience are required to perform inspection and maintenance activities. Limited experience and knowledge is typically required to perform routine inspections and maintenance activities after small rainfall events. Higher levels of experience and knowledge are generally required for annual and quinquennial (every five year occurrence) inspection and maintenance activities.
Documentation of inspection and maintenance activities, including test results, are required to be kept by the owner for at least seven years.
